After completing the mission “Curtain Falls, Curtain Rises” while trying to cross the Bridge to Yokohama, you’ll have the opportunity to recruit Ryoma as an ally.
This will grant you a “Vow of Comradeship” with him, allowing you to take Ryoma along on most main missions, regardless of the objectives or factions involved.
